The initial store list includes Google Play, HONOR App Market, OPPO App Market, Galaxy Store, Palm Store, V-Appstore, and GetApps. That list describes the first participating-store phase; it does not mean every download source follows identical timing today. When the requirement applies and the developer is not verified, Google's current Help page says the user receives a notification and cannot install the app through the normal path. An update can also be affected because an existing app still needs its registered developer identity associated with the package. The practical first action is to contact the developer and ask them to finish verification and registration, not to search for a modified copy of the APK.

Google preserves an advanced route for people who understand and accept the risk.
